First Lady, Mrs. Patience Jonathan has said that Nigerians must ensure that a significant percentage of the country’s young people, especially girls, should acquire university education.
“There is a popular saying that if you educate a man, you educate a person, but if you educate a woman, you educate a nation,” she said during a visit to the University of Lagos, UNILAG, last weekend.
“Parents must pay adequate attention to the education and welfare of our children, because education is the key to human capital development and the basis for national development. This is an area that Mr. President and I are very passionate about, because we were once teachers ourselves,” she added.
Mrs. Jonathan’s call for girl-child education is crucial because of the sorry state of girl-child access to education in the country, even at the basic level. Out of Nigeria’s 10.5 million out-of-school children – the highest in the world – six million are girls. 70.8 per cent of young women aged 20-29 in the North-West zone are unable to read or write.
Experts believe that due to the fact that these girls are deprived so early of an education (including the access to information and knowledge), they remain bereft of the purchasing power necessary for adequate diet, healthcare, skills, or even recourse to support in emergencies, all of which would enable them rise above abject poverty.
Her words: “The building of the 15-storey female hostel is a worthy course because it will reduce the number of those living outside the campus. Education is the key to human capital development, hence the quality of education will determine the type of leaders we will produce in the future. We must ensure that the girl-child acquires education, because when you educate a woman, you educate a whole nation. Education is the best we can give our nation. As you pass through the school, let the system also pass through you.”
On standard of education, she urged government to increase the quality of education to compete favourably with their counterparts globally. According to her, “with sincere commitment, we can bring back the good old days when teachers were respected.”
Besides, Jonathan also called upon unions in the sector to resort to dialogue as a means of resolving issues that might arise, no matter how difficult they might be. “There is nothing God cannot do,” she said, “I am talking to you as a mother would advise the children whom she loves. Mr. President and I were once students; we want the best for all Nigerian students.”
It would be recalled that the Academic Staff Union of Universities, ASUU, only called off its six-month strike last December. The strike embarked upon by the Academic Staff Union of Polytechnics, ASUP, has kept most polytechnic students at home for 129 days.
Mrs. Jonathan’s visit to UNILAG also highlighted other concerns in the tertiary education sector, one of which is the unavailability of campus accommodation in universities across the country to cater for majority of university students.
Speaking at the event, the Vice-Chancellor of UNILAG, Professor Rahamon Bello stated that the institution’s 40,291 students have over the years, suffered accommodation problem apart from the over 16,000 Distant Learning students who scramble for 8,500 available bed spaces.
Bello, who pointed out the importance of the 15-storey building to the institution, said it was designed to accommodate 1,900 out of the 17,934 female students saying the project will assist to reduce the number of female students who live off-campus.
Meanwhile, Professor Bello has described the First Lady’s commitment to women as encouraging and worthy of commendation.
On his part, the Pro-Chancellor of UNILAG, Professor Jerry Gana, noted that the foundation-laying event should be celebrated because it is the first 15-storey building on any campus in Nigeria.

Shocking! 500 killed, 100 Killed, So What?
DOES it really matter how many die daily from Boko Haram attacks? Who cares who the targets are? Who is interested in the body count? What difference does it make if 500 die today or 100 the next day?
Have the gruesome details of victims being burnt, slaughtered, or buried alive made any impact on us? Are we even able to count how many have been killed?
Nigeria has descended to the dreaded lethargy prolonged exposure to gory lawlessness creates. There was a time when loss of a few lives drew those magnificent comments about the sanctity of lives and measures that must ensure that we never went through the fatal paths again.
Lives were important. Their importance did not lie in the numbers, but the fact that each life counted, it mattered. Feeble as the efforts governments made to sustain lives seemed, we were aghast at every instance of security agencies unlawfully taking lives.
Government vented its anger on groups that engaged in wanton destruction of lives and property. We had feelings. We were humane. We believed lives were to be taken only according to the law. Our wide condemnation of disorder, wherever it occurred, was heard loud and clear.
All these changed with the arrival of Boko Haram in 2010. Daily, since July 2010, the group has killed men, women, children, and the elderly and even stretches its attacks to security personnel and their abodes. The message has been that nobody was safe from the group.
Condemnations of these attacks have waned. They have become trite. Some defend them. Their frequency cannot be the reason for the askance we witness as criminals who seek sympathy for their causes, maul people to death. No reasons are enough for taking innocent lives.
Few societies would lose the lives Boko Haram is taking without acting more stringently against the group. Nobody or group that develops taste for killing like Boko Haram should be allowed to go free.
The only thing worse than the killings is the realisation of relations of victims that they would not get justice. They have further fears that they would be the next targets. The lenient manners of handling the killers emboldened them.
Our security agencies are under attack. Children are killed in schools. Women are murdered at home, in markets and places of worship. The message is that Nigeria cannot protect them. Many have reasons to believe unless government counters by bringing succor to the afflicted, and stopping the attacks.
All legitimate measures should be applied to end the attacks. We still believe in the sanctity of lives, and those who do not, deserve the full weight of the law..
Boko Haram Strikes In Adamawa, Kills 9, Burn Down Churches, Bank
Barely 24 hours after the attack on the Federal Government college in Yobe state where 43 young students were killed, suspected men of the Islamist group yesterday night attacked settlers at Kirchinga, Michika, Shuwari and Shuwa district all in Adamawa state. Several cars, houses, catholic churches, shops and even a First Bank Complex were burnt down.
The men also burnt down 3 catholic churches in Shuwari as well as a seminary school, Saint Joseph Minor Seminary in Shuwa.
The armed men came in nine Toyota Hilux vans, firing guns and throwing explosives. 9 people have so far been confirmed dead, including a staff of Bank of Agriculture. Spokesman of 23rd Armour Brigade, Yola, has confirmed the incident. Nine Toyota Hilux vans?

Federal Government Increases Passport Fee By 50%..
The Federal Government has increased passport fee by 50%. According to a circular signed by the Deputy Comptroller in charge of Operations/Passport and released a few days ago titled ‘Passport Reforms’, applicants will now pay N15,000 instead of N10,000. (It was officially N10,000 but we all know how much we really paid…*sigh* Also applicants for change of data will pay now N30,000.
A newly introduced 64-page passport for frequent travelers will cost N20,000, while Passport for applicants 18 years and below will cost N8,750. It’s N15,000 between 18-60 and N8,500 for people above 60 years.
Female applicants, who apply for change of name as a result of marriage/divorce or deceased spouse, will pay N8,750, while processing fee for request for change of data will cost N30,000.
All payments will be made online going forward according to the circular.
Drive With Fake Licence, Go To Jail – FRSC
Mr Osita Chidoka, the Corps Marshal of the Federal Road Safety Commission, says any motorist henceforth caught with a fake driver’s licence will be prosecuted.
Chidoka said this while fielding questions from newsmen at a news conference on Wednesday in Abuja.
The corps marshall also said that such motorists will have their vehicles impounded.
He also said a criminal charge of “possession of fake identity documents’’ would be added to the offence of such a motorist.
“Let me tell motorists that anybody we arrest with a fake driver’s licence, we are sending straight to court.
“We are impounding that vehicle because you are not authorised to drive on Nigerian roads.
“And we will not only stop with licence violation but will also ask the police to include criminal charges of possession of fake
identity document,’’ he said.
The corps marshal appealed to those intending to obtain the document not to apply by proxy but go through the normal process, though cumbersome.
“It is important that you go through the normal process and get it (driver’s licence); the normal process is cumbersome for some people, it takes time.
“But that is because we are trying to ensure the integrity of the process and I crave the indulgence of Nigerians to appreciate that is an enormous responsibility.
“We are trying to make it as easy as possible but we also do not want to compromise on the integrity of the product (document),’’ he said.
Chidoka disclosed that the commission generated more than N4 billion in 2013 through fines from road traffic offences.
He, however, appealed to motorists to obey traffic rules and regulations, saying, “we look forward to the days when fine
will start going down.
“When people (motorists) will stop misbehaving on the roads, the fines will start going down as an indication that traffic offences are on the decline.’’
On the commission’s 2014 annual lecture, Chidoka said it would focus on “developmental challenges to safer roads in the African continent in the 21st century”.
He said that the Ghana’s President, Mr John Mahama, would deliver the keynote address at the event, which has been slated for Feb. 28.
According to him, President Goodluck Jonathan, would be the Special Guest, while the Senate President, Sen. David Mark, would be the chairman of the event.
The theme of the lecture is “Safer Roads: A 21st Century Development Challenge.

Latest news NCC Bars MTN, Airtel, Glo From Selling SIM Cards.
The Nigerian Communications Commission, NCC, has imposed fines in the total sum of N647,500,000 Million on three service providers, Airtel, Globacom and MTN Nigeria Ltd for failing to meet the Key Performance Indicators, KPIs, for quality of service in the month of January 2014.
Consequently, the three companies have been barred from selling SIM Cards with effect from 1st till 31st of March 2014, and are also barred from all promotions in their networks until they improve on the failed KPIs for which they are sanctioned.
The details of the sanction showed that Airtel Network Ltd, and MTN Nigeria Communications Ltd, are to pay a fine of N185 Million each while Globacom Ltd is liable to the tune of N277,500. In addition, each of the operators must pay the sanction amount on or before March 7, 2014, failure upon which each will be liable to pay N2,500,000 per day as long as the contravention persists.
The sanctions, which were communicated to the three operators in a letter signed by the Executive Vice Chairman of the Commission, Dr. Eugene Juwah, said the Commission will carry out an audit of the three companies on March 1, 2014 and also on March 31st, 2014, to ensure that no sale of new SIM Cards takes place in any of the three networks within the period.
The letter made reference to an earlier directive of December 10, 2014, which warned the operators that “if the Quality of Service does not improve by 31st December, 2013, the Commission will be compelled to direct operators to, among others, suspend the activation of new SIMs and subscribers until such an operator can prove that it has met the Key Performance Indicators specified in the Regulations”.
According to Dr. Juwah, “ the Commission after careful collation of statistics from the Network Operating Centres, NOC, of all major networks operators for the month of January 2014, has concluded that the service provided by some of the operators during the period fell below the Key Performance Indicators published by the Commission in the Quality of Service Regulations, as amended”.
Details of the sanction also indicated that Airtel failed on Call Setup Success Rate, CSSR, and SDCONG, while MTN failed on Call Setup Success Rate , CSSR and Drop Call Rate, DCR. On its part, Globacom failed on Call Setup Success Rate, CSSR, Drop Call Rate, DCR, and SDCONG.
The Key highlights of the sanction are that the concerned operators must adhere to the following conditions:
1. Payment of the fines shall be on or before March 7, 2014.
2. Failure to settle the said amount within the stipulated period, the operators shall continue to be liable to pay the sum of N2,500,000 ( Two Million, Five Hundred Thousand Naira Only) per day for as long as the contravention persist.
3. To stop the sale of new SIM Cards throughout the month of March 2014, with effect from March 1 to 31, 2014.
4. The Service Providers shall not churn or delete inactive or ( None revenue generating SIMs) from their networks during the period of March 1 to 31, 2014.
5. The Service Providers shall not supply new SIM Cards from their warehouses or other sources to its Dealers or third parties throughout the period from March 1-31, 2014.
6. The Service Providers shall stop all promotions until the KPIs which have been identified in their respective networks are positively addressed.
The directive further warned that “any deviation or alteration of provisioning pattern ( in terms of average daily number of provisioning) in the remaining days of February 2014 compared to the regular provisioning rates by the concerned service providers shall be construed as a breach to the Direction.
FG. Moves To Resolve HND/B.Sc Discrimination.
The Federal Government will soon resolve the age-long complaints of holders of Higher National Diploma, HND certificates over discriminations against them in favour of degree holders, in the areas of salary, promotion and other fringe benefits.
Already, a meeting of all the Heads of Civil Service of the 36 states of the federation has been scheduled for Ilorin, the Kwara State capital between Monday, February 24 and Friday 28, 2014 to thrash out the knotty issues relating to work schedule and qualifications said to be among the problems causing the disparity between holders of the two certificates.
The Kwara State Head of Service, Alhaji Dabarako Mohammed spoke on the issue at a news briefing in Ilorin, yesterday.
Mohammed explained that the rivalry in the area of job schedule between holders of the two certificates would be thoroughly discussed and the issue put to rest once and for all.
“This issue of disparity between holders of HND and degree has been agitating the minds of many Nigerians. It is a very sensitive issue. We will use this needed platform to discuss it once and for all and put the matter to rest. We will discuss their work schedule and make clarifications about it,’’ he said.
According to Mohammed, apart from the Heads of Service, relevant permanent secretaries, directors and deputy directors in 36 states of the federation were among top government functionaries expected to attend the conference.
He described the disparity in academic qualification as sensitive issue, adding that the meeting would thrash out the matter for harmonious working relationship in the nation’s civil service.
Whatsapp To Introduce Free Calls From April 2014
WhatsApp Inc., the mobile messaging service that agreed to be acquired last week by Facebook Inc. for $19 billion, said Monday that it would offer voice calling as early as April, allowing free phone calls among WhatsApp’s 465 million users. Jan Koum, the co-founder and chief executive of WhatsApp, also said during a speech at Mobile World Congress in Barcelona that he is hoping to grow the service to one or two billion users. Mr. Koum said that the WhatsApp voice product would “focus on simplicity” as it has with its text-based messaging service. He said that WhatsApp would first release a version of the voice service for Apple Inc.’s, iPhone and Google Inc.’s Android platforms, followed by services for Microsoft Corp.’s Windows Phone, as well as some phones by BlackBerry Ltd. and Nokia Corp.
“We want to continue to have that minimalistic approach to the product,” he said. “We at WhatsApp want to get out of the way and let people communicate.” Mr. Koum added that the voice product would “use the least amount of bandwidth, and we optimize the hell out of it.”
Speaking about the Facebook acquisition announcement earlier this month, Mr. Koum said that the product wouldn’t change, stressing that WhatsApp would remain independent. He cited Instagram’s example, after the acquisition of the photo-sharing service by Facebook.
Mr. Koum said that WhatsApp was likely valuable to Facebook because “we both want to make the world more connected,” though Mr. Koum stressed that WhatsApp wanted to know “as little as possible” about its users, including details such as a user’s name. “There are no plans to change anything that we do with the product today,” he said, using words like “minimalistic,” “utilitarian” and “uncluttered” to describe his philosophy.

7 Armed Robbery Suspects Including Father, 2 Sons Arrested In Delta
The Delta State Police Command in Asaba on Saturday said it had arrested seven men, including a father and his two sons, for alleged armed robbery.
The Police Public Relations Officer (PPRO), DSP Celestina Kalu, stated this while briefing newsmen at the “B” Division Asaba.
She said the suspects’ arrest was based on the alert to the security agents by their victim, who was robbed of N72,000 in the early hours of Saturday.
Kalu also noted that the gang leader, of the same family, fled with the money stolen from the victim on sighting the police.
She said that the father of the armed robbery suspects, who gave accommodation to the criminals in his house, was also arrested for attacking the police officers.
According to the PPRO, the victim, Mr Emmanuel Ebudike, residing in Asaba, alleged that a gang of armed robbers broke into his house and carted away N72,000 at gun point.
“The victim also alleged that he trailed the robbers to an uncompleted storey building and came back to call the police.
“When the police arrived the scene three of the armed robbery suspects jumped down and ran away.
“Another with a locally-made pistol fired at the police and in a gun duel, two of the gang members were brought down,” she said.
Kalu said that the suspects had confessed to robbing seven different persons of their cell phones and money at Achalla-Ibusa Road in Ibusa on Friday.
She said that items recovered from the suspects included one locally-made pistol with one live cartridge, one IPad phone, six cell phones and two unregistered Toyota Sienna cars.
Kalu said that Police investigations were on, while efforts were being intensified to arrest the fleeing suspects and to recover other stolen items. [NAN]

Commercial Cyclist To Die By Hanging Over Missing NYSC Member
For playing a lead role in the case of a missing National Youth Service Corps member, Miss Anthonia Okeke, who was serving at Ilawe Ekiti, a 26‑year-old commercial motorcyclist, Theophilus Pius, is to die by hanging.
This was the verdict of an Ikere Ekiti High Court presided over by Justice Adegoriola Adeleye.
In the case that lasted six years, the judge equally sentenced Pius to 10 years imprisonment for kidnapping Anthonia, which ultimately led to her death in the hands of ritualists.
Anthonia, a Chemical Engineering graduate of Nnamdi Azikiwe University, Awka, Anambra State, who lost her father, Pa Raphael Okeke, to stroke last month, owing to the circumstances of her disappearance, was kidnapped in Ilawe Ekiti in Ekiti South-West Local Government Area of Ekiti State on December 19, 2008 by Pius and his gang during his service year.
The late corps member is from Umuno Ndiuno in Ezeagu Local Government of Enugu State.
Delivering his judgment, yesterday, Justice Adeleye said he found the evidence adduced by the Director of Public Prosecution from the state Ministry of Justice, Mr Adeleye Familoni, against Pius as having probative value and reliable enough to convince him that the accused person was guilty of the case.
He said: “I want to submit that the prosecution counsel has been able to prove his case beyond reasonable doubt. He has been able to establish that the defendant is culpable and no criminal shall go unpunished in the face of law.”
Justice Adeleye, therefore, ruled that Pius should die by hanging, having found him guilty of m****r, even as Pius is to serve 10 years jail term for his complicity in the kidnap of the late corps member.
Commenting on the judgment, Anthonia’s elder brother, Mr Obinna Okeke, said the judgment had proved that those with criminal intentions cannot have their way as long as the government is determined to apply the relevant laws against them in a diligent manner.
He thanked the state Ministry of Justice, the police, human rights groups and the NYSC for their doggedness in the pursuit of the case.
Also, the state DPP, Mr Familoni, in his comment hailed the judgment,saying it was a victory against evil doers and those who are desirous of making money through fraudulent means
He added that the ministry will continue to help the society in tightening noose against those with criminal tendencies in the state
Emeka Ike Thrown Out Of Rented Duplex Over Failure To Pay N8.5million Rent
Nollywood Actor and school proprietor, Emeka Ike has been thrown out of his rented apartment in Magodo GRA, Ikeja, Lagos, over his inability to pay an accumulated three years rent of N8.5 million.
The apartment, a twin duplex located at 1, Raji Oladimeji Street, Magodo GRA, was until his ejection, used by Emeka to run his business.
Emeka had in 2007 diversified by establishing a secondary school named St Nicholas College and decided to hire the premises on a five-year lease agreement from an 87-year-old retiree, Chief Samuel Agboola Akintan at the rate of N2 million per annum for the first two years and N3 million annually for the remaining three years, bringing the total rent of five years to N13 million.
Sun newspaper reports that Emeka was able to get his landlord accept a deposit of N2 million with a promise to pay the rest later. Trouble, however, started when a year after moving in, the popular Actor began to default and at a point issued a dud cheque of N1.5 million.
To force Emeka to pay his money and eject him from the property, Chief Akintan through his company, Samak Investments Ltd, had to drag the Actor to the Ikeja Magistrate court where he was ordered out of the house.
Breaking News: Boko Haram Attacks Federal Govt College Yobe, Kills 29 Students
Men suspected to be members of the Islamic Sect, Boko Haram, today Tuesday Feb 25th launched an attack on students of the Federal Government College Buni-Yadi Yobe state, killing 29 students (or more), Hausa Service BBC reports. Some buildings in the school were also reportedly razed.
Sources at the school said the men invaded the school in the early hours of this morning while the students were still sleeping in their hostels and slaughtered them. Guns were not used in the attack as was the sect’s usual practice, probably to avoid the attention of people. They used machetes.
The Federal Government College Buni Yadi is a co-educational institution located some 55km south of Damaturu the Yobe State capital. This is the fourth attack on secondary schools since the inception of the sect members.
